The Best Time of Year to Plant Grass Seed
Grass seed needs warm soil but not hot, cool temperatures but not cold, and water or rain to grow best. The best time to plant grass seed according to the University of Massachusetts Extension Turf Program is early fall so that the seed has time to grow and thrive before the colder winter months get here. In the early fall the ground is warm enough to germinate the seeds and the cooler weather with some rain helps to prevent the seeds from drying out. If you did not get a chance to plant your seed in early Fall you can plant it in the early Spring before temperatures get too hot (1).
How to Find OUt What Planting Zone You LIve in If you live in the USA

Choosing The Right Grass Seed
Choosing the right seed for your zone and lawn area is important. There are warm season grasses such as Bermuda grass and Zoysia, which grow during warm months and go dormant in the winter (grow best in temps that range between 80-95 degrees) and cool season grasses such as Fescue and Kentucky Bluegrass (grow best between 60 to 75 degrees) which stay green all year. You can also purchase smart seed mixes which grow year round and help in shady and low light areas (1).

How Long it Takes for Grass Seed to Become Established
It can take between 4 to 10 weeks for your grass seed to become fully established. You should not walk on the grass until it is fully established (3 to 4 inches in height).
How Often you should water grass seed
Correct watering procedures are an important part of successfully growing grass seed. Check the top 1 inch of soil before watering. If it is moist then it does not need to be watered. If it feels dry you should water it. Generally, you should water your grass seed one to two times a day. (morning and evening) until it sprouts and grows over one inch in height. Don't water your grass when it is hot and exposed to full sun because you will overheat the seeds or burn the grass if it is growing already.
